As of February 7, 2019, there is a placeholder for a skirt in the Page - Standard template. A skirt is not the same as a belt. The belt is the area that houses the social media links and up to two external links. The skirt is the area between the belt and the footer where you can add additional resources, such as the example below.
Note: This does not include skirt functionality, only the ability to add a skirt without the need for localization.
